First go into settings and restore licenses. Then check. If that doesn't work, go into the game, delete all the packs individually. Then delete the game itself. Fortunately, it’s an easy fix. Boot up your PlayStation 4 and head into the PlayStation Store. Search for Call of Duty: Modern Warfare, and on the game’s store page, look for the Add-Ons For Xbox: Press the Xbox button on the controller to open the Guide menu. Select My games & apps > Hit See all > Choose Games. Choose the Ready to install tab. Select Queue > Choose the Modern Warfare 3 game. Now, press the Menu button on your controller. Select Manage game & add-ons or Manage app.

If you navigate to the Xbox Store on your console, find Modern Warfare and then scroll down to DLC, you should see all of the packs that are available, including the free packs that are needed for multiplayer.
